June 11: Halifax Water started charging about 95,000 property owners across HRM for stormwater services earlier this year. It's an annual fee that covers infrastructure costs, like ditch maintenance; but not all property owners receive the services and thousands appealed the bills. On Wednesday, there was a victory for homeowners outraged over the so-called "ditch tax." Global's Mayya Assouad reports.
