Despite unanswered questions about the full legislation behind the federal carbon tax, Sask. Environment Minister Dustin Ducan remains confident in a legal challenge.

In a letter encouraging Saskatchewan to adopt a carbon price, Environment Minister Catherine McKenna says four out of five Canadians live in a jurisdiction with a carbon price, and those areas lead the country in economic growth.
