GRAND FORKS — A 31-year-old Grand Forks man has been charged with arson in connection with Thursday’s fire at city hall.
Andre Robert Conn is scheduled to appear in court on Tuesday, September 24th. Along with arson, he’s also facing multiple other charges, including break and enter.

Witnesses report hearing a loud bang shortly after 5 a.m. Thursday. The fire alarm rang at around 5:30 a.m.
Officials say the fire was isolated to the first floor and that the building didn’t suffer any structural damage because it’s made out of brick.
