The new Nokia Lumia 520, available at Rogers, Koodo and TELUS, for as little as $199.99 outright (see below) is a great hi-tech phone on a budget, running Windows Phone 8.
What impresses is the five-megapixel autofocus camera using the same digital camera lenses as those on the flagship Nokia Lumia 920. The Cinemagraph lens adds simple animations to still photographs, and the Smart Shoot mode creates a single, perfect shot from multiple images, even removing unwanted objects from the picture. The Panorama lens captures super-wide-angled photos.
It comes with 8GB internal memory, and support for micro SD cards up to 64GB. The sensitive four-inch touchscreen allows you to use the phone even with gloves on or with your fingernails.
The smartphone also provides free access to maps, including entire countries, which you can download from the special Nokia site within the Windows Phone Store. You can then use mapping when away without incurring large roaming bills.
The Nokia Lumia 520 is launching in black but you can get exchangeable covers in yellow, red and white available at local retail stores.

In my view, the best deal is at Rogers where you can buy the phone outright for $200 and make your own plan.
You are getting great phone technology similar to the Nokia 920 and considering you own the phone for what top-of-the-line phones require for just a down-payment and three year plan, the 520 is a great budget phone.
For music lovers wanting free access to millions of songs for free, Nokia Music Streaming Service is now available in Canada through all Windows 8 Nokia phones. The free version lets you stream music live, or download for travel, in suggested MIX groups with different themes from a catalogue of 18 million songs.
It’s a great way to discover new music from around the world. You can also create your own MIX.
If you want more options, the Nokia Music+ service, for $3.99 per month, allows consumers unlimited songs skips on playlists and to take as many mixes offline as they want, access their music from web, mobile and laptop, and switch to high-quality audio on Wi-Fi.
