Police were called to the scene along Dundas Street just after 4 p.m., after the device was located in the washroom area of the library, police said.

Both the library and Citi Plaza were evacuated, and a bomb removal robot was brought in to take the device to a secure location, where police say it was investigated further.

Police set up a mobile command post outside the library and remained on scene for about six hours as forensic investigators analyzed the device. Dundas Street was closed from Clarence to Wellington streets until around 10 p.m.
