It’s exactly the thing animal activists have been warning Mayor Denis Coderre about.
A horse collapsed at around 4 p.m. in Montreal’s Old Port on Monday.
Diane Villeneuve witnessed the event.
She said the horse was in line with other calèches when its legs suddenly gave out.
In the video, the driver is seen frantically trying to bring the horse back on its feet for about 10 minutes.

Villeneuve said she called police.
When police arrived onthe scene, Villeneuve said she was told there was nothing they could do.
The incident comes just two weeks after the City of Montreal passed a new set of rules for horse-drawn carriage rides after a string of highly publicized incidents last summer.

Animal activists in Montreal said the rules don’t go far enough.
They force calèche drivers to take a course in customer service but no formal training in managing horses is required.
Activists are already organizing another protest for next weekend.
