Proposed bylaw changes that would restrict panhandlers are garnering attention in Saskatoon.
In a report to a city committee, the administration noted an increasing trend in aggressive and coercive panhandlers.

The report recommends a bylaw amendment that restricts panhandling near parking meters. The other change would put a buffer zone around cinemas, theatres and performing arts venues.
“What I would like to see is more of a conversation around, ‘how do we best support all members of our community,’” Ward 2 city Coun. Hilary Gough said.
“How do we take maybe a more proactive approach around this? How do we make sure that people have access to resources in other ways and can choose not to panhandle?”
The matter is expected to go before Saskatoon city council next Monday.
