An AMBER Alert was issued for 8-year-old late Friday afternoon. RCMP confirmed that the girl was found safe just after 6 p.m. CT during a media briefing.
“I’ve just received information that we found Luisa and she’s ok,” RCMP Chief Superintendent Mark Fisher said during the media briefing.
“So I don’t know if I’ve had a press conference that’s ended this way. That’s fantastic news.”
She was allegedly abducted by her biological mother, at 11 a.m. from Portage la Prairie, according to Manitoba RCMP. She was found in Winnipeg on Portage Avenue.
“It’s a guessing game where people will go in these situations,” Fisher said. “Obviously they ended up in Winnipeg but you know anywhere is a possibility.”
RCMP would not say during the media conference if they are considering charges against the biological mother who allegedly abducted the child.
Criteria for issuing an AMBER Alert
If a person under the age of 18 years is abducted, then the police service will consider issuing an Amber Alert. For an Amber Alert to be activated, all of the following criteria MUST be satisfied:
- The abduction has been confirmed (by witnesses or supporting evidence).
- It is believed that the victim is in imminent danger of serious bodily harm or death.
- There is sufficient descriptive information about the victim, the suspect or the suspect’s vehicle to ensure the public can identify these elements.
- The Alert can be issued in a time frame that would provide a reasonable expectation that the victim could be returned or the suspect could be apprehended prior to fleeing.
