Only 27 votes separated the two sides, making it a narrow win for those who cast their ballot against borrowing $7.7-million for a new city hall project.

Two days after the referendum, the numbers are being crunched again to make sure that the initial tally was correct.
City officials have yet to confirm a recount is underway, but say the public will know more when the official results are released Wednesday.
“This close of a vote we know the public is very interested,” said the City’s communications director Kirsten Jones. “We’re going through our process and we haven’t determined what’s going to happen with that.”
“Certainly we hear calls for a recount.”
Doug Waines, who voted against the Civic Centre, thinks a recount would be a waste of time.
According to preliminary results 4,212 voted against borrowing the funds, while 4,185 were in favour.
