It was discovered when someone using the dumpster saw the bag move.

The suspect is described as an older man, possibly in his late 60s or early 70s, driving an older reddish-burgundy dodge van.

The adult female cat is in the care of the Quinte Humane Society in Belleville, where officials say it requires around-the-clock attention.
