America’s top diplomat in Ottawa appears to be conflating public diplomacy with “foreign interference” as the Republicans brace for what polls suggest could be a bruising in the U.S. midterms.
The U.S. Embassy in Ottawa issued a list of nine “facts” Wednesday that it claims demonstrate that Canadian politicians — mostly Industry Minister Melanie Joly and Ontario Premier Doug Ford — have been attempting to “influence” American politics.
However, experts were quick to note there are key differences between influence, who is a standard part of diplomatic relations, and interference, which is typically done covertly and with hostile intent.
All nine of the facts were drawn from public statements, media coverage, official government documents, even Ontario’s anti-tariff advertising campaign. Most had to do with Canada’s opposition to U.S. President Donald Trump’s unilateral trade war and tariffs.
The embassy conflated those public activities with “potential interference in U.S. elections” on the eve of next month’s midterm elections. An Ipsos poll for Reuters released Tuesday suggested Trump’s approval rating was down to 31 per cent — a historic low — and that 47 per cent of registered voters wanted the Democrats to control Congress, to just 35 per cent who preferred Republican control.

“The Canadian government brushes off concerns about potential interference in U.S. elections, even as its ministers and premiers openly describe plans to influence American politics in official documents and public appearances,” the embassy wrote in admonishment.
“All Canadians should refrain from attempting to participate in or influence U.S. elections in any way. Americans decide America’s elections.”
Public officials publicly commenting on another country’s policies or decisions is not typically considered “foreign interference” under Canadian or American law. Trump’s social media account — or U.S. Ambassador Pete Hoekstra’s retweets of his boss — demonstrate that it happens all the time.
There’s a difference between trying to influence a policy or politician in Canada and foreign interference, according to Carleton University national security law professor Leah West.
“In Canadian law, foreign influence that is a threat to the security of Canada … has to be covert or clandestine or involve a threat to a person,” West said in an interview.
“None of those activities (listed by the U.S. Embassy) would meet that definition … Is it attempting to influence elected officials? Certainly. But that’s not what we call foreign influenced activities that would be a threat or a crime in Canada. It does not meet the threshold.”
The activities detailed by the U.S. Embassy also don’t appear to fit the definition of foreign interference in American law.
The U.S.-based legal think tank Brennan Centre noted the federal government distinguishes between election interference — “degrading or disrupting the ability of election administrators and election workers to conduct free and fair elections” — and the murkier idea of foreign influence.

“Foreign influence (can refer to) a myriad of activities by foreign governments or their agents to sway the participants in elections, including candidates and voters,” wrote Lawrence Nordon and Kate Lurie.
“Under the First Amendment, the government cannot limit Americans’ free speech or access to information, regardless of the source. However, it can expose the foreign source of the information when the intelligence is available and, in some cases, indict foreign actors for otherwise breaking U.S. law, such as hiding their role in sowing false election narratives and laundering money to sidestep U.S. sanctions.”
In other words, an Ontario government-branded advertising campaign encouraging Trump to abandon his tariff crusade is unlikely to qualify as covert foreign interference since its funding and the person or government that commissioned it is clearly identified.
Speaking to reporters Thursday, Joly said the U.S. Embassy neglected to point out that she met with Republicans as well as Democrats on various trips to the country.
“That is diplomacy, that’s what we do,” Joly said.
“Now, the American administration decided to put tariffs on the world, including on Canada. And that is hurting people on both sides of the border. And that’s a problem that they need to address. Meanwhile, we’ll do our work.”
West wondered who the target audience for the U.S. Embassy’s warning was — given both the Canadian and U.S. governments are likely to know that public advocacy isn’t the same thing as covert interference, and that it’s unlikely to change Canadian politicians’ behaviour.
John Manley, the former deputy prime minister and foreign affairs minister, had an even more pointed question.
“Why is the ambassador wasting his time on this? Doesn’t he have anything constructive to do?,” Manley said in in interview with Global News.

Previous 2 comments demonstrate how desperate & delusional the MAGAs & Cons are! First, their orange ‘hero’ can veto only a small number of items if he disagrees with something the Senate & House favour in a vote!! Second, if the Dems win congress (ie Senate AND house), the orange guy would become a sitting, lame duck for which a Republican campaign would begin to have him replaced!!!
The Republicans will keep the Senate. And even if they somehow lose both, Trump has a veto power that can only be reversed if both chambers vote 2/3 against him, which will never happen.
Last 2! comments show how Elbows Up Canadians are massive cry babies. Everything is someone else’s fault.
Desperate MAGA and their cheerleaders know they are at an all time low in the polls, with only 2 weeks until the midterms. Yep, blame everyone/anyone for their total failure in the US, it’s the MAGA way!
MAGAts….deflecting again! Their ‘leader’ has been calling for Canada to become the 51st state since forever….including before, during and after Carney’s election as PM. And, then there is the sickening financing / backing of separatist morons in Alberta!! But sure, keep telling yourselves it’s Canada that is interfering….you might even convince yourselves, lol!
Sorry how many times did Lard Ford go on American TV and tell American to vote for the Democratic Party. Canadian hypocrisy is quite humorous .
Dumb and dumber and dumbest. Carney , Leblanc, and Ford.
Just when you think the Magats can’t act or sound any dumber, one of them speaks
MAGA…..Crying, whining with their bullsh_t claims of ‘election interference’…..same people backing an orange guy with his constant ‘51st state’ garbage!! Nope, can’t make this kind of 💩 up!
Canadians are huge cry babies. They wanted Elbows Up and got it. Lard Ford is the only politician who ran ad campaigns outside his own country for cheap political points and disgracing all Canadians.
Pathetic! F’n pathetic!
This american “diplomatic” pig should be declared persona non grata and expelled from Canada. Investigate the Alberta secessionist traitors for their ties to USA interests.
Canadian ls have an unhealthy obsession about the USA. It seems we live in your head rent free.
What a sad excuse for a so-called ‘diplomat’!!!
what a bunch of assholes. they are preparing for the excuses when they get obliterated in the Midterms. Blame everyone but themselves for the loss.
Why is Liberal MP Anthony Housfather in the USA working for the Democrats?
Trumpkins running scared, lol!
That mouse interfering with the elephant again! Egads!
Lol if you’re worried about interference, keep an eye on your President. Martial law soon!!!
Yeah, we want school shootings every phuckin day like in the States.
What’s wrong with you?
@Ben. You are ignorant and disrespectful of the USA. Your an AI bot and we will reprogram you.
@Brad any evidence of interference in AB? Show it. Meeting with politicians happens every day. Every. Single. Day. Moving the goalposts when its convenient is not compelling compared to ADs taken in US markets.
TDS suffers: the midterms won’t save you. Trump has total power over CUSMA. Stop being fools
Paedos are paranoid
Jon Mercer: Ford ran an ad which was a video clip of their own President, Reagan, talking about what a bad idea tariffs are. It wasn’t during any election. The Trump regime has been interfering heavily during the Alberta referendum. Canada isn’t interfering in the US midterms. Hoaxstra should keep his pie hole shut.
Didn’t Lard Ford run ads in the USA with an anti Trump/ Anti MAGA message? I don’t recall the Trump administration doing that in Canada.
Hoekstra is such a jackarse. They’re just lining up scapegoats to blame should the midterm results not favor republicans.
Meeting with not-the-government is easily perceivable as foreign interference.
“have been attempting to “influence” American politics.”
The same ‘essoles’ who keep spewing ’51st state’ and U.S. State Department officials who met with Alberta separatists in Washington in late 2025. Time to declare U.S. Ambassador Pete Hoekstra PNG.
Hilarious since everyone knows Trumpers are on here every day about our leaders.
Given how many times the USA has meddled in Canadian politics, they can suck it up, buttercup!
Given how many times the USA has meddled in other country’s politics makes them the biggest hypocrites in the world! They’ve even kidnapped the Venezuelan President and put in their own puppet.
I’m not a Maduro supporter, he probably deserves what he gets, but that’s the Venezuelan’s concern, not the Americans.
Oh just f*ck off already! Every damned day these azzholes south of us are chortling and gnashing their teeth at us. GO TO H*LL USA! F*CK YOU HOEKSTRA!!
Russia’s interference in U.S elections ? Naw , they a pillar of humanity, but them dern Canadians! Whatta cirkus down there.
A meaningless toothless threat that should be ignored. The US is constantly interfering in our affairs and elections. That includes a “news” network which has close republican ties. Said news network starts with an F!
Lol. Trump said vote for Carney. Then said Vote for Bibi. Lol.
The current U.S. administration has nothing credible to say on election interference.
