VANCOUVER – The inquiry into the freezing death of a Vancouver man will resume Wednesday with long-awaited testimony from the Criminal Justice Branch.
Frank Paul died of hypothermia in December 1998, when a police officer left him in an alley after he was refused admission to the city drunk tank.
The inquiry into Paul’s death was put on hold last year when the Criminal Justice Branch fought attempts to explain why two officers involved with Paul before he died were never charged.
In April, the Supreme Court of Canada refused to hear an appeal against the order to testify, clearing the way for prosecutors to answer for their actions.
A video shown at the inquiry revealed Paul was unconscious when he was dragged out of the city drunk tank, his wet clothes leaving a streak on the floor.
William Davies, a former judge who is heading the inquiry, has been highly critical of the systemic flaws that led to the 48-year-old man’s death.
