Before the federal budget was delivered, Premier Rachel Notley had said she was hoping Ottawa would help Albertans get faster and better access to EI benefits as the provincial economy continues to struggle. The Trudeau government announced it is doing just that but as Erin Chalmers reports, not all Albertans are part of the equation.
