IIU appoints external director to continue investigation into shooting death of Haki Sefa

WINNIPEG — The civilian director of the Independent Investigation Unit of Manitoba decided to remove himself from the continued investigation into the fatal officer-involved shooting of 44-year-old Haki Sefa late last month.

Civilian director Zane Tessler made the decision to recuse himself from the investigation because of his involvement in a prosecution of the shooting victim in 2011. Tessler was working as a Crown attorney at the time and only had limited involvement according to a IIU news release Friday.

Proceedings were stayed at the time.

Ron McDonald, director of the Serious Incident Response Team in Nova Scotia, has been chosen as the temporary director of the IIU for the rest of the investigation. McDonald arrived in Winnipeg on Thursday.

The officer-involved shooting on Sept. 20 happened on Highway 59, just north of Highway 44 at around 10:30 p.m.
