Residents on Kelowna’s Heimlich Road are blaming the City of Kelowna for flooding on their properties Wednesday evening.
A culvert on Spiers Road was cleared, causing a torrent of backed up water to rush into a ditch system on Heimlich that was not prepared to handle the backup.
