Neighbours question why SPCA took so long to seize “neglected” dogs in Penticton

The owner of two spaniels and a Rottweiler in Penticton could face animal cruelty charges.
The dogs were seized by the SPCA who say the animals were living in squalid conditions and confined to a cage.
