The union is pointing the finger at a lack of training in Veterans Affairs Canada's guidelines, as well as a lack of understanding of what the clients need.

The warnings were delivered in testimony before the House of Commons veterans affairs committee, where witnesses alleged VAC and its clients weren't ready for the changes.
