Barbara Ross became sick and too weak to move in January. When her daughter called 911 for an ambulance, she was transferred to 811 and told to go see a family doctor instead.

The Butterdome is becoming a referrals-only a COVID-19 treatment facility with the aim of keeping mildly ill people out of emergency departments in the Edmonton area.
