Five cents a litre won’t keep the car in the garage

The Manitoba government announced last week that it was going to impose a carbon tax starting in 2018. Premier Brian Pallister’s argument is that if he doesn’t do it, Justin Trudeau will and the price will be much higher. But Pallister’s plan to introduce a $25 per tonne on carbon emissions will be problematic. It represents a hike in gas prices by about five cents per litre at the pumps. But will that have any measurable impact?
