Calgary police warned the public Monday about the re-release of convicted rapist James Alexander Parent.
Parent has been in and out of prison for decades. In 1987, he broke into a woman’s house, tied her up and repeatedly sexually assaulted her. Once again, that woman is terrified to learn he’s back out on the streets of Calgary.
She learned he was out from Global News, after police put out the public warning.
“I have to hear from the media?…I am ashamed of this justice system,” the woman said, who asked not to be identified.
“I’m just so angry at the system. Do they even know what I went through?” she said as she broke down crying, once again reliving the horrible crime he committed against her.

Parent, 58, had been living in downtown Calgary after being released from jail on “statutory release.” He was then re-arrested Aug. 11.
Police said Monday he’s been released “after further investigation.” The Correctional Service of Canada will continue to use electronic monitoring to keep track of Parent.

His victim believes nothing will stop him from reoffending.
“It’s not an ‘if’ it’s a ‘when.’ He’s not a stupid man, he’s been through this all before.”
CSC wouldn’t release details of the most recent arrest, citing the Privacy Act.
“He’s still serving a federal sentence,” CSC spokesperson Jeff Campbell told Global News in a past interview. He declined to speak to Parent’s case, but said there are many potential reasons a statutory release could be suspended.
In 2011, Parent was sentenced to 10 years in jail for a long string of offences including sexual assault with a weapon, sexual assault causing bodily harm, break and enter and commit sexual assault, disguise with intent, forcible confinement and uttering threats to cause death.
After credit for time served, he had just over seven years left in the sentence.

Even in custody Parent offended violently. He was involved in four institutional fights “because he didn’t like the people” while in prison.
He also “refused to complete programming” to address risk for offending.
In a written decision, the board told Parent: “you pose a high risk to re-offend sexually.”
Parent also has convictions for sexual abuse against a child.
While released, Parent was subject to a list of conditions to follow including a curfew.
