The office of the province’s chief veterinarian sent animal protection officers from the Winnipeg Humane Society to investigate.

At least one dead puppy was found at the home and four other dogs were removed and taken into veterinary care.

Local rescues told Global News the East Kildonan house was home to an unlicensed dog rescue.

Colleen Holloway with Manitoba Mutts said it’s disappointing to see that all it takes to be called a dog rescue is “a Facebook page and a phone number.”

Just like two legged creatures, four legged creatures deserve to have regulated animal rescues where the dogs welfare is being checked on, she said.

Holloway said sadly she was not surprised to hear about the sad condition of the dogs found Tuesday. She said because of a lack of a regulator body for animal welfare, Manitoba creates a perfect breeding ground for such sad situations for dogs.
