“In May 2016, a probation officer reported she had received numerous voice messages beginning in April from a man whose probation she supervised,” police said Tuesday. “The messages indicated abusive and intimidating behaviour towards the victim.”

Troy Daniel Wouters, of no fixed address, is alleged to have tried to “provoke a state of fear” in order to impede their duties within the justice system.

He was charged with two counts of intimidation of a justice system participant.
