Terrifying clown with black balloons seen wandering streets of Green Bay

Residents in Green Bay, Wisconsin are on edge after a person dressed in a creepy clown outfit carrying four black balloons was seen roaming the streets at night earlier this week.

The clown, dubbed “Gags – The Green Bay Clown,” was first spotted at 2 a.m. Aug. 1, according to a fan Facebook page.

Photos of the clown show a figure with full makeup, raised eyebrows, hollow eyes and a black smile , dressed in what appears to be a filthy jumpsuit with a ruffled collar.

NBC affiliate WGBA reports that Green Bay police said they’ve received calls from concerned residents, but say there isn’t much they can do.

“A person can walk down the sidewalk dressed however they want,” Green Bay Police Department Capt. Kevin Wary told WGBA.

“As long as they’re in a place where they legally can be and they’re not in a place that has a closing time, like a park, they can be there,” Wary said. “And dressed however they want.”

According to comments on social media, the clown is the creation of a local director working on a short horror film, but this has not been confirmed.

The Green Bay clown is reminiscent the “Northampton Clown,” a man dressed in an outfit resembling Pennywise, the killer clown from Stephen King’s IT, who creeped out the town of Northampton, England in 2013.

It was later revealed that the “Northampton Clown” was the work of a Northampton University student.
