Eight people were evacuated from their homes and officials said that they would be looked after by family members. No one was injured.
The cause of the fire is still under investigation.
Officials said that the fire started in a kitchen on the second floor, where firefighters believe that cardboard boxes may have been left too close to a baseboard heater.
