Three years ago, Steven Vassilev was thrown into the public eye and labelled a “hoarder” by some of his neighbours. His newspaper and book collection – some of it on his balcony - helped fuel a massive fire, sparked by a cigarette butt tossed from a tenant above.

The International OCD Foundation puts out this Clutter Image Rating chart in its treatment manual to help people determine whether someone is hoarding or not.

16x9 reviewed a random sampling of landlord-tenant disputes from the past three years, comparing cases involving “hoarding” or excessive clutter - with ones citing tenants with other disabilities.
