The study done by Peg shows the problem is wide spread with a substance abuse rate of 4.9 per cent across Winnipeg.

That rate doubles in Point Douglas where 9.8 per cent have been diagnosed with a drug or alcohol addiction.
Fort Garry’s rate is the city’s lowest at 2.6 per cent. But the report authors said these numbers don’t paint the full picture as it only counts those who have visited a doctor or hospital.
