Richmond hopes to clamp down on people using donation bins as dumping grounds

When is giving to charity a bad thing? The City of Richmond says large donation bins–which were designed as a spot for people to give items like books and clothes to local charity–have turned into dumping grounds for people’s unwanted junk.

The City is looking at new regulations to reign in the growing number of donation bins. There are about 100 bins in Richmond and the City is considering capping the number at 50 and charging permit fees so the City isn’t stuck with the cleanup bill.

“Some people consider the bins as a mini-recycling depot and they bring any household goods that they want to get rid of and leave it there,” said city spokesman Ted Townsend.

“It seems to attract people who want to get rid of garbage and they’ll use it as an illegal dumping site.”

Council will vote on the proposed regulations next week. If approved, it will likely be several months before a bylaw would take effect.
