While much of October has been fairly mild in the Central Okanagan. temperatures are starting to drop now quite rapidly with some overnight lows expected to dip well below zero this week. That is creating a dire and urgent need for an emergency winter shelter but as Klaudia Van Emmerik reports, it seems there is nothing in place at this point to make that happen.
