Drinking culture expert says what’s to blame for Dal’s homecoming party

There are more questions being raised over who’s to blame for last weekend’s violent homecoming party near Dalhousie University. Halifax Regional Police have said the university has a stronger role to play, while the university says it’s up to students to make responsible decisions.
