Victoria city council heading towards major shakeup

With municipal elections less than two months away, one of B.C.’s more controversial city councils is poised for a major shakeup. In Victoria, Mayor Lisa Helps and four councillors have announced they’re not seeking re-election. As Kylie Stanton reports, experts say whoever takes over will have their work cut out for them.
