Winnipeg officer explains use of ‘random’ in connection with Richard Cantois murder

Winnipeg police Const. Rob Carver explained Thursday why investigators describe the murder of Richard Contois as “random,” which he said may be different from how media and the public view random crimes. Winnipeg police have charged a 17-year-old boy with second-degree murder in connection with the case.
