Toronto officials lay out winter storm response, say quick weather transitions may be ‘challenge’

City of Toronto officials provided details on their planned response to a winter storm expected Thursday, with Transportation Services general manager Barbara Gray saying while it’s a “fairly normal” snow event, they have “all hands on deck” and will deploy vehicles once rain turns to freezing rain.
