U.S. Capitol Police Chief J. Thomas Manger said Thursday afternoon that a suspect had surrendered after claiming to have explosives in his pickup truck parked outside the Library of Congress, prompting the evacuations of several buildings in the area. Manger said he could not confirm whether explosives were found, but that the suspect was dealing with a loss in his family and “other issues.”
