Quebec Premier Francois Legault said Monday that the province has “stabilized” the number of new cases being reported on a daily basis and has brought the situation in long-term care homes under control, but said more time is needed to reduce hospitalizations and deaths resulting from the virus. He said restrictions in red zones would continue until Nov. 23 as a result.
