Toronto City Council will consider new limits for restaurants and bars when it meets on Wednesday. These recommendations by the medical officer of health is to reduce the number of new infections. But the move is much different from Quebec, which is imposing strict measures in three regions. Matthew Bingley has more from City Hall.
