After many protests calling for change and hot on the heels of a report detailing how Black Toronto residents are disproportionately affected by police, the Toronto Police Services Board has unveiled its plans for reform. While there are dozens of recommendations, some say it doesn’t go far enough. Matthew Bingley reports.
