Coronavirus: What does it take to make a mask mandate successful?

As more and more countries implement nationwide mask mandates and fines for non-compliance, the question becomes what it takes to make such a mandate successful. While some like the U.K. issue a US$65 fine if caught going into a store or on transit without a mask, others like Qatar have a potential fine of up to US$55,000 and even up to three years in prison.
