We are learning more about the proposed bylaw amendment that would allow overnight camping at city parks in Vancouver. As Grace Ke reports, Strathcona residents who thought the change could help address concerns with the new tent city in their neighbourhood found out that– if passed — the scope of the bylaw would not apply to encampments.
