Toronto city council passed a bylaw on Tuesday making non-medical masks or face coverings mandatory beginning on July 7. The move comes after Premier Doug Ford said he couldn’t enforce a province-wide law like Greater Toronto and Hamilton Area mayors were requesting. Matthew Bingley reports.
