Winnipeg city councillor floats idea of sanctioned homeless camps

After the City of Winnipeg recently dismantled two homeless encampments, which caused others to spring up, and received immense backlash for a pilot project which saw “noise deterrent” devices set up under bridges, criticism grows for the city to find permanent solutions.
