Manitoba’s Infrastructure Manager Ron Schuler provided a spring flooding outlook on Thursday saying that with unfavourable conditions the Red River could rise to 2009 levels. Conversely, with a favourable weather outlook the river would rise to 2011 levels with average conditions.
