Systemic discrimination is preventing first nations and Inuit people from receiving fair and equal access to public services in Quebec. This is the finding of a long awaited report in to the treatment of Indigenous people in this province. As Global’s Raquel Fletcher explains, the report is clear: Quebec needs to apologize.
