With strong winds predicted to hit in the afternoon, the major flood protection project that started Thursday morning along the Peachland waterfront could have been put to an early test. It was and it failed. Crews were building an almost two kilometre long bladder dam to protect civic infrastructure from storm surges. Then the wind and waves struck and the partially completed dam gave way.
