A new collective agreement between the RCMP union and the federal government is leaving municipalities with only two years to cover the pay increase and five years of backpay.

Last year's RCMP collective agreement secured pay raises that are retroactive to 2017, leading to big bills that municipalities say they are struggling to cover.
