Toronto Police Surveillance officers observed Mayor Rob Ford and friend Sandro Lisi with packages at an Esso gas station twice in July.
Officers witnessed Ford and Lisi enter the gas station around the same time on July 11, 2013, but not together.

The station is on the corner of Ford’s street, Edenbridge Drive, and Scarlett Road.
The following CCTV stills and descriptions are from the 300 pages of information used by police to obtain a search warrant for Lisi.

The documents include allegations that have not yet been proven in court.
Toronto police Chief Bill Blair says investigators have recovered a video of Mayor Rob Ford as part of an investigation focused on a video purporting to show Ford smoking crack cocaine.
Police Surveillance of Ford and Lisi at a Scarlett Road gas station
There are 2 entrances for motor vehicles to enter, one off Scarlett Road and one off Edenbridge Drive.
280 Scarlett Road is approximately 350 meters away from Mayor Ford’s private residence located on 223 Edenbridge Drive.

Police witnessed a black Escaladade, known to belong to Ford drive into the Esso Station parking lot. The vehicle parks on the west side of the building.
The door of the Escalade opens and the occupant exits the vehicle out of frame.
Ford enters the station through the front door at 5:39PM and heads straight to the washroom.
These images below show the Ford’s direct path to the washroom.
Shortly after Ford enters the bathroom, a vehicle, believed to be Lisi’s Range Rover, appears on one of the pump cameras. It can be partially seen in the upper right comer of this screen capture.
At approximately 5:40 pm Lisi is seen entering the Esso Station. He appears to be texting on his phone and holding a manilla envelope.
After entering the station, Lisi searches around the refrigerators and picks out a few bottles of Gatorade and a bag of chips.
Lisi then heads to the cash register and pays for his purchases.
At approximately 5:42PM Lisi exits the station with the manila envelope and a plastic bag full of his purchases. The Mayor is still in the washroom.
After leaving the station Lisi walks to the left, or west, out of frame.
At approximately 5:44 pm Lisi can be seen walking around near the Mayor’s Escalade still holding onto the manila envelope.
Lisi appears to be looking around, possibly scoping out the area. Shortly after this image he walks along the passenger side of the Mayor’s Escalade and walks out of frame. He is not seen again.
At approximately 5:45 pm, around the same time that Lisi walks out of frame, Ford emerges from the washroom and picks out a bottle of Gatorade.
Ford waits in line, picks out a pack of gum and pays for his purchases.
Esso station, July 30th

Detective Constable Davey and LaVallee observed an interaction between Lisi and Ford on CCTV footage at the same gas station on July 30th.
At approximately 9:06:13 pm a black Cadillac Escalade, known to belong to Mayor Ford drives into the Esso Station parking lot from Scarlett Rd.
The Cadillac Escalade travels south/west through the parking lot.
The Mayor parks near the west side of the Esso building
At 9:07 pm, Ford enters the Esso Station through the front door.
Ford selects a Toronto Sun newspaper and pays for his purchase.
Mayor Rob Ford exits the Esso Station and proceeds westbound towards his parked Cadillac Escalade .
9:08:34 pm Ford returns to his vehicle and activates his front lights.
9:14:35 pm Lisi arrives walking eastbound Edenbridge Drive towards Mayor Ford’s Cadillac Escalade.
Lisi arrives to Esso parking lot carrying a white bag.
Lisi walks to out of frame to rear of Mayor Ford’s Cadillac Escalade.
Lisi walks to passenger side of Cadillac Escalade and out of frame.
Lisi walks westbound through parking lot. He is no longer carrying the white bag.
Lisi walks westbound on Edenbridge Drive and out of frame.
