Lundar man arrested for 1980s child sex assaults, Winnipeg police say

A 65-year-old man from Lundar, Man., has been arrested and faces nine charges in connection with a series of sexual assaults against children in the 1980s.

Winnipeg police will be speaking to media Monday morning about the arrest of Joseph Floyd Delaney.

Police said they were contacted in December of last year by the survivor of a historical sexual assault that had take place in Winnipeg. Their investigation led to two additional victims who reported sexual assaults at various Winnipeg locations in the 1980s.

All three survivors reported they were children at the time of the assaults.

Delaney is facing three counts of sexual assault, two counts each of sexual interference and invitation to sexual touching, as well as assault and gross indecency.

Police said they’re aware Delaney was involved with a church group — specifically with theatre productions — in southwest Winnipeg, which is where the assaults took place.

“The connections are kind of multi-faceted,” said Const. Rob Carver.

“While we’re talking about the theatre productions because I think that’s important to the case here, it’s not the only way victims were met, so I don’t want to limit it to that.”

Carver said the age of the victims ‘centered around’ 10 years old, and that there are female and male victims in this case.

“I don’t have a way to easily describe that, sort of pre-teen but not infants or tender years.”
