Police say people were being offered the passes at discounted prices around the exhibition grounds.
Officials are advising those who wish to attend the CNE to only buy tickets through legitimate agents, including the online CNE website or at any CNE admission gate.
Anyone with information about the fraud scheme is asked to call police.
