Saskatoon Correctional Centre inmate escapes while on escorted leave

A Saskatoon Correctional Centre inmate who was on escorted leave escaped from custody while at a funeral on the Little Red River First Nation.

Frederick Frank Frenchman, 24, escaped at around 12:30 p.m. CT on Tuesday.

The Saskatchewan Ministry of Justice said Frenchman is considered dangerous and should not be approached.

“We do have some indication that may suggest he had some assistance in this escape … he was able to get away quite quickly,” Drew Wilby, executive director of corporate affairs with the ministry, said.

“Our standard protocol for escorts is two staff to every inmate. He was with another inmate. So there would have been four staff to the two inmates. I’m told that he was in full restraints, which means a body belt connected to handcuffs as well as leg shackles.”

Wilby said there was no indication the other inmate, Frenchman’s twin brother, tried to escape.

“The details of [the escape], I’m not sure. It would seem difficult of course considering that he was restrained accordingly or according to policy as the early indications we have,” Wilby said.

“At this time, that’s under investigation, both by the police and by our investigations unit. We’ll take a look at that and review … [with] an independent investigation.”

RCMP have been notified. No injuries were reported.

Frenchman was recently convicted of aggravated assault, forcible confinement and two breach of probation charges and sentenced to around two years and 10 months in prison.

“Frenchman is considered a federal offender, which means he’s recently been sentenced to over 1,000 days in custody at a federal facility. He was just awaiting his transfer to the federal facility at the time of his escape,” Wilby said.

“We don’t know where he would have gone. I do believe he is local to that area so it’s possible he’s stayed there, but as any of these cases go, he may have taken off as well.”

He is described as five-foot 11, 163 pounds with brown eyes and black hair. He has tattoos on his left wrist of a rosary with a cross and “F.F.” on his left hand.
