41-year-old man killed in Richmond was targeted: IHIT

A man that died in a homicide in Richmond early Monday morning has been identified.

The Integrated Homicide Investigation Team (IHIT) has taken over the case and said the victim is 41-year-old Joesph De Carvalho from Richmond. DeCarvalho was known to police and his death is believed to be targeted.

Police say they were first called at 3:04 a.m. to the 7500-block of Bridge Street after reports of a possible shooting.

When they arrived they found an adult man and despite all attempts to revive him, he died on scene from his injuries.

Police say, based on the initial investigation, this does not appear to be a random act.

The area surrounding the scene will be cordoned off for a significant amount of time so the public is asked to avoid the area.
