Police say a similar incident was reported in the same area, and they suspected the same man was responsible.

The victims in both incidents were uninjured.

Police arrested 28-year-old Jordan Belanger of Niagara Falls shortly after the second incident.

He has been charged with two counts of attempted kidnapping.
